According to just about everyone I talk to here, in Mexico you are not allowed to change your last name. If for some reason you are able to do it, it appears it would be quite expensive and a big hassle to do so. With that being said, can I request for CIC to issue a PR card to my wife (when she is approved) to give her my last name? Or do we simply have to wait for her to land, get her card in the mail and then go somewhere to change her last name? I don't understand what she needs to do.

You can't ask and CIC won't do that but your wife can change her name in Canada.

No her passport must match the name on her PR . Once she gets to Canada she can then change every thing into her married name .
