Request for Passport for Canada Visitors Visa - Options for submitting passport

Hi there
I am getting the Visitors Visa done for my MIL, who currently is staying at PA, USA with her son. She's on Visitor's visa at USA. We had submitted all the required documents and the Visitor's visa applications is approved by now.

We got an email for "Request for Passport for Canada Visa" mentioning we have 2 options to send the passport for Visa Stamping

Option 1: Submit your passport by courier to the Case Processing Centre (CPC) in Ottawa, Ontario

Option 2: Submit your passport by courier to the Visa Application Centre (VAC) in New York

Wondering which option is the best in terms of quick turnaround?

Any inputs is greatly appreciated
