I am May 2011 applicant and file was transfered to Seattle office on March 8/12. This is the reply I got from seattle office after I sent a case specific inquiry:

Due to the heavy workload, nation wide budget cuts and Buffalo office closing, Seattle has a backlog now.

Your file is pending for review by an immigration officer. We will contact you after the officer reviewed your file. Please do not contact us unless there is a change of address or change in your family composition. Please do not use the E-CAS on the website, it is not accurate and up-to-date.



Please understand that our office cannot provide you with an update of case status by email on a regular basis, but rest assured that we will contact you for the next stage of the processing of your file. Thank you for your patience in advance.

Sorry to hear about the added delay. But to be positive about it, no news can be good news :-\

Is it safe to assume you live on the west coast then? Not trying to be personal, just trying to figure out why some applicants get transferred to seattle and others to detroit.

Earlier, the files used to be transferred to the consulate closest to the applicant's residence. But, more recently, all the files from Ottawa seem to be transferred only to Detroit. This is just a statistic observation.
 
Hi all,

My file was transferred to Seattle as well and I got my PPR yesterday. Here is my timeline.

Apply for PR - Sept, 2011

Acknowledgement of Receipt - Nov. 23, 2011
(Medical Request included)

Medical Received at Visa Office - Dec, 2011

File transferred to Seattle - Feb, 2012

Passport Request - June 27, 2012

FYI, I am living in Edmonton too. I heard most files from Edmonton were sent to LA or Seattle.

Many congratulations! I also got passport request from Seattle Office on July 3, 2012.

Do you know if Seattle Consulate offers in person immigration service? I mean can I go in person to get COPR ?

Also if you dont mind can you please share, what options did you get in your email to submit the passport?
