Hi there, just i have one question about one of my friend. He has lost his PR Card 1 year ago so he has been outside Canada for 5 month in the last 2 years since he become a Pr of Canada.it is a little bit a confused case like mine almost,he has been outside in his country 2 times without a PR Card,so the embassy has issued to him a PRTD(Permanent Resident Travel Document) in order to come back to Canada because his first landing it was in 2011 so for him it is impossible to not meet yet a RO,nuw he did not want to renewe his status because there are not yet 2 years since him come to Canada like PR Status. And he did not report the PR Card lost because he said to my that his PR Card is somewhere in his apartament so hi was searching about that but did not find it,so now him wan to apply for replaced of PR Card:him has come to Canada 1 weak ago with a PRTD(Permanent Resident Travel Document).

So my question are:

1.Has my friend a right to apply to replace his PR CARD?Without being in Canada 2 years since his first landing like PR Of Canada?

2.He did not report his Pr Card lost?should do it that?To the Police?

.Should he made a photocopy of 2(PRTD)and first immigrant visa when it was his first landing like PR,and all stamps when he entered to Canada?

Thank You and Best Regards.

1. Yes, he has the right to a new PR card because although he did not fulfill 730 days yet, he still could before his first 5 years as a PR are up and therefore he meets the R.O.

2. Read the instructions at http://www.cic.gc.ca/english/information/pr-card/apply-replace-pr-card.asp They say to call the call centre if the card has been lost and to fill out the section regarding lost card on the application form. He will find the forms here: http://www.cic.gc.ca/english/information/applications/prcard.asp

3. Yes.
