Reopen a closed file !!

hi all
hope you guys are doing great. Here is a time-line list of events:
1) Applied for Skilled labor category in end of 2003 from US.
2) Had to leave the US same year back home due to emergency.
3) File created in mid of 2004
4) Office requested additional documents to be submitted by 2005
5) Couldnt submit due to my absence in US
6) File closed/rejected due to lack of documents in mid of 2005
7) Back in US in 2006.
8) Would like to re-open the file.

Question:
1) Will it be considered a new application or the same one just updated?

Any help appreciated.

hi PMM,
I need your guidance on same topic.
We had our interview and cleared it, medicals done, paid landing fee.
Our passports were sent for visa stamping in LA but they sent it back telling us that our medicals were expiring in a week.
So we were asked to re-do medical. During this time I had to move back to Pakistan due to my H1 status expiring.

And we received the medical forms very late. By this time my wife was also pregnant and we postponed the immigration till we were ready to go ahead with it. Now apparently an email was sent to me from my visa counselor informing me that my file will be closed if they did not receive a response in 30 days of the email since they were waiting for our fresh medicals. Unfortunately I did not receive that email and it ended up in my junk mail.

to make long story short I think my case was closed and there were no refunds of fee we had paid etc. I want to reopen my case file and add my new born son to it and finish the process. Is there any way I can do that? Can my file be reopened?

closing a file is a procedural step. A closed file cannot be re-opened except for extreme legal reasons or challenges
That is why we are all warned to always update our addresses, inform cic of any chage in family composition etc.
