Renewal - FBI PCC and Indian PCC

I did not include my PCC with my initial PR application in May 2011. I received my FBI and Indian PCC in Nov 2011. My application in currently in progress in Ottawa CPP. Since its now more than a year my existing PCCs are expired. Does anyone know if...

1. I have to redo the FBI PCC application again with new finger prints? I did not enter USA after I received my FBI PCC. What will be the procedure?'Can I ask FBI to issue a new one without finger prints?
2. Do I have to redo Indian PCC application again with submitting my passports to Indian Consulate?

You didn't send them, so you need new PCCs from both the FBI and India. You need new fingerprints for the FBI

When I got my PCCs I called CIC and asked if I need to send the PQCCs to the visa office. CIQC told me visa office will notify me and then IQ need to send texts the reason behind not sending the PCC. IQ will now start all over again.
