I want to submit my application this month. I have renewed my health card last month. I heard I will get RQ if my cards were issued within last three months before submitting the application.
Do I need to submit copies of both the new and old card?
Please advise.

If the old health card doesn't have any expiry date, you can still use it.

Seniors please advise.

I'd provide a copy of both old and new health card. On copy of old health card, write that it is old health card that is getting expired or is expired.

This RQ trigger (C1) has been changed. We haven't found a definitive updated version of the RQ triage list, but my guess is that it no longer applies and you shouldn't worry about it. I believe KingoftheRings and OKK both applied with new IDs and didn't receive RQs.
 
Provide both the copies. You never know, be safe than sorry.
