After getting PR, i never started in Canada to maintain PRO and now my PR card is set to expire. Can i renew it and get it re-processed again or do i have to go thru complete PR process again?

No you can't renew it, since you don't meet the RO.

You can attempt to re-enter Canada before it expires and hope you aren't reported for RO violation by CBSA, which would start process to terminate your PR status. If you can make it into Canada unreported, you then need to commit to staying here 2 years without leaving for any reason whatsoever before you can renew your PR card.

If you can't commit to this, then may as well voluntarily renounce your PR status and start again from scratch to see if you can qualify again under a current immigration stream.

"Voluntarily renouncing the PR status" ---- Will this or having PR in the past affect the new PR application??
 
I am looking for documentation on the same. Would you be able to provide an online resource or from Immigration website relating to what you have mentioned?

Why would there be documentation that tells you what doesn't affect a PR application?

You should look for documentation that tells you having prior PR status will have some negative effect on a new application. You will not find it though because no such rule exists.
