I see from your past posts you are from Egypt and are worried about the security conditions there. Based on this, you have zero chance of succeeding with a refugee application from within Canada. First of all CIC will say you can move elsewhere in Egypt away from the main violence. Secondly, and more importantly, to succeed with a refugee case you must prove that you yourself and your family have been directly affected / harmed and are in danger. The type of evidence you would have to provide are police reports showing incidents involving your family, hospitalization records involving your family (that were the result of violence against you), etc. You've spent the last few years in the middle east and clearly cannot have been affected by the violence in Egypt directly and cannot provide this type of evidence. Your claim will fail.
If you want to try something, go the H&C route as your consultant has suggested. Again, there is zero chance of success with a refugee case. You're not refugeess.
