Who is applying? Your mother and step sister is in Canada so not sure the question. Is the step sister related to you through your parent>

Your half sister if she is over 18 years old gives you the CRS points. You mention that your mother is a Canadian citizen.

You are the one applying not your family if they are your relatives. Your sister is the only relative that can increase your CRS points.
