I was issued pr status in june2007 under skilled worker category including my spouse and kids. i stayed Canada for 37 days and returned to my country with two kids and my spouse remain at Canada for 8 months and after that my spouse also returned home.again my spouse and two kids went to Canada in June 2010 and still they are there spouse is doing job.and kids are getting education. they have maintain their residency obligations and renewed their pr but i could not maintain my obligation due to my mothers health issue as i am the only son and she is widow there is no one other than me to look after her.i again went to Canada in April 2012 and stayed there two months and come back.as my mother diagnosed cancer in bone,breast,lungs and liver and fighting with cancer for 11 months she died
on 15/08/2013 and later on i applied for travel document on h/c ground ( I am the back bone of my family and my kids need my direct care and they deprived their father's company.and now i do not left
any family ties left behind.).but they refuse my application on i do not maintain my residency obligation.
now what is the next procedure for me appeal or spousal category or which is the best way to reunite my family.
 
I am sorry to hear of your mother's passing.
You could appeal, and might win, but an appeal is a long process.
I would just have your spouse sponsor you. Depending on what country you are in, this could be faster.

but my wife is confused about success ratio of the spousal category as i have previously status and again apply for it.please let me know about this confusion. i am from India.
 
New Delhi processes spousal sponsorships quite quickly. I do not know how many in your situation would be successful, though.

I think if you provide a detailed explanation with proof of why you did not maintain your residency in Canada, and are also able to provide proof that your marriage is genuine and continuing, you should be fine.
