Rejection, Reapplication time frame from UAE

How long after a rejection can one re-apply?
I don’t have a rejection yet. It’s been two weeks since I applied and I guess I have to wait another three weeks until I hear a reply.
I’m an Indian applying for student permit from Kuwait at the UAE embassy via mail.
I got an admit from University of Ottawa.
It just so happened that one University applicant I know, who applied from India got a reject.
I don’t understand what went wrong.

There is really no time frame to reapply.

If ur confident on your documents u can reapply immediately.

Anyways lets hope there is no need for this.
