my husband got this letter on July 8, 2013. Can anyone help me out what should we do now?

response from CIC:

this refers to your application and regrett to advise that you are not aneligible sponsor for the follwoing reason:
you are in default of a previous sponsorship undertaking. Your previously sponsored relative recieved social assistance benefits during the validity of the undertaking that u signed or co signed. As such you do not meet regulation R133(1)(g)(i). Pleas e refer to the Immigration and refugee protection regulations below for details

You indicated on your sponsorship application that you wish to continue with its processing regardless of any inegibility. A such the application for permanent residence for your relative has been forwarded to a visa offfice abroad for consideration.

Your ineligibilty to sponsor will be a significant factor in the assesment of the application for permanent residence for your relative . A final deceision regarding that application shall be made by the visa officer and will be communicated to you and your relative. Instructions regarding the right to appeal will be issued as applicable by the visa office. please note thet the right to appeal may only be exercised after the visa officer has rendered a final decision.

It means your husband previously sponsored someone else (spouse, parents, child) and failed to provide for them according to the undertaking.

This means whoever he sponsored used welfare. Until your husband repays that welfare, he is ineligible to sponsor anyone else.

You should probably withdraw your application as well to try to retain your application fee, but that part is my opinion. You may also want to seek the advice of a lawyer, but the only thing that can make this go away is him repaying the money.

Thanks. yes he sponsored someone n she took social welfare n did not inform him....now my husband has requested social assistance authorities for repayment of social assistance benefits.

Yes, he should be. If the amount if reasonable, you may want to withdraw the application and re-apply after he's repaid the social assistance benefits.

I'm not a lawyer, but the way I read what you posted from the letter, CIC will only consider an appeal after the final decision is made, so I'm not sure if he can provide new proof to CIC and become eligible without filing a new application. You may want to verify the best course of action here with a lawyer. Or maybe someone will have experience and understand the exact meaning.

If it's a large amount, you may want to start investigating ways you can immigrate independently to Canada. You may also need to have a serious heart to heart talk with your husband about whether or not pushing forward to Canada is the best option. If he owes a lot of money, it might be a while before he can sponsor you. I do encourage you to seek the advice of a qualified immigration lawyer so you can get a realistic viewpoint on this. I feel for you. This is very bad news.

However, if your husband can pay back the money now or soon, it might be OK. He should pay back the money he owes the government for the social assistance, then send the proof he has paid to the visa office processing your application to be added to your file. The visa officer will then see that the sponsor has become eligible, and so he or she might issue you the PR visa. If not, you might then be able to win on appeal.
