If an application is getting rejected will the applicant be notified by email first or he / she should make an attempt to reach CIC office. what is the best way to contact CIC office before they issue PER and UCI number

they don't usually send mail, what they do is send a reason for rejection alongside your package back to you. Best way is to call CIC on +16139444000 and listen to the voice prompt
