Hi,

If there's no apparent change in circumstances + if the reasons for previous TRV refusals are not addressed..... then I would advise not to reapply.

The key is to prove strong ties to the home country.... and strong reasons to return after the visit.

The one ground for refusal that I would suggest you revisit very carefully:
You have not answered the questions truthfully.... have you forgotten to mention about any previous visa refusal for some country (not just for Canada)..... or for eg: bank statements have recent large deposits.... or his current employment situation..... or the real purpose for the Canada visit etc.... there's something in the TRV applications that does not appear to be honest/genuine to the visa officer

All the best :)

hey there
thanks for the reply.
nope . nothing false.. everything was answered truthfully along with true statements from work letter, to bank statemnts, to pay stubs, to property papers
so i have listed all that as reasons for return as well, i mean the guy owns a house there in his name, and has 25k in bank account , if that isint enough reason to return back home or provre income, i dont know, i think each time, a different officer gets it and works it, and just depending how they feel that day they eitgher say ah screw it, let them pay again and resubmit or they have a good day and they approve.
we will re apply again, with the same exact proofs, and documents and infos.
