Rejected SPs of minors. Need help!

Hi folks, my story in short - Recently my wife got a Letter of approved Study Permit, and I got such for Open work permit. We didn't submit applications for study permit for our 2 children at that time because of confusing concerning the required path but explicitely underlining in our Explaination Letter our intention children to study, so applyed for miinors additionaly. Currently we are located outside Canada (EU country) and our intention is to enter Canada all the family together. During the process of our visas applications we were warn by visa oficers that we need Study Permits (open) for our children as well. So we submitted applications having already approved visas for parents. Meanwhile we had a correspondence with Toronto District School Board (TDSB) where we were informed that they cannot supply us with Letter of Acceptance before children physical arrival in Canada and that once children arrive TDSB do not require SP and there shuld not be issue children to be enrolled. So, applying for their SPs instead of Letter of acceptance we uploaded (as advised in the forum) a Letter of explaination and our corespondence with TDSB. Surprisingly the minor's visas were rejected. Stated reasons:

1.You have not provided Letter of acceptance; my comment - I cannot obtain such a Letter taking my correspondence with TDSB. At least until our entering Canada.
2.You have not provided notarized parental declaration (IMM5646); my comment - we are going to enter and stay all the family, which I clearly stated in my EL, so why I need such a declaration? In addition applying online there was not even an option for upploading such a declaration as I remember. I hope that it's just negligence of the officer.

At the preliminary questionary I cleared that both parents have already approved status in Canada, and that the minors will travel, enter and stay together with the parents. These days I got for children eTAs just in case. If we manage to obtain SP than eTAs should be issued automaticaly, I know.

Frankly said I don't know what should be my next step. I am really confused. Options:

1.Applying again for SPs, addressing the visa officer enquires at the refusal. Ofcourse I cannot attach the required Letter of Acceptance, I just could explain one more time the circumstances and enclose my correspondence with TDSB.
2.Jumping at POE all the family and trying chldren to obtain visitor status based on the approved already eTAs and relying on the visa oficer's decision ad hoc. Entering Canada, enroling at school and applying again for SP having already all the required papers.

Please advise! i am realy confused what to do and the time left is really limited!
