Rejected PR application: How to obtain original documents; reapply; refund

My PR application under CEC is been rejected stating,

"The IELTS test scores required to meet Canadian benchmark of 7 are as follows:
6 for Listening,
6 for Reading,
6 for Writing,
6 for Speaking.
Your IELTS test results indicate YOU SCORED 5.5 FOR READING and therefore, your language test results do not meet the required language proficiency for skill level A.

Now, I have following questions. Appreciate if these can be answered.
1. Do I have to reapply? Means, should I go through entire process of filing the PR application under CEC, again? Such as filling the application forms, obtaining Police Clearance Certificate/employment reference letters/Language test results, paying processing fees?
2. Is it possible to obtain the original documents such as Police Clearance Certificate (PCC), reference letters from Case Processing Center? Will case processing center send me the documents over a mail to the address of correspondence?
3. Last, will the processing fees be refunded, since the application is rejected? I am afraid not.

Unfortunately they do not process refunds or send back original documents if your application gets refused after you've already received an AOR.

Retake your English exam, collect all the necessary documents and reapply. Best of luck!

Sorry to hear about the rejection, but sorry to say it was almost unavoidable.
You have to retake the test and improve your score to meet the language proficiency criteria.
Also to the best of my knowledge once application is rejected CIC keeps all the documents.
You can try emailing them and kindly asking to return the PCCs and perhaps the whole application package, but I doubt they will comply.
Also remember that PCCs have to be three month old when application is received by CIC.
And the processing fee is non-refundable, sorry. Only the RPRF fee is refundable if you paid this one, but usually people wait for a request to pay that final fee.

wishing you strength in this difficult time, try to plan everything, collect and prepare all the documents again and re-apply.

Very sorry to hear about the refusal. Your only option is to take the IELTS again, and re-apply. To assist other applicants, could you please let us know when you had submitted your application?

11-March-2013: The application was submitted on
23-April-2013: Received acknowledgment email stating that "application is considered complete based upon the requirements of the Instructions and Regulation 10 of the Immigration and Refugee Protection Act (IRPA)."
3-May-2013: I was struck with this email of rejection.

What office did you receive the rejection email from? Was it CPC Sydney or CPP Ottawa?

I am very sorry to hear about your rejection but you really got the decision quite quickly. Unfortunately, CIC would not send back any documents and hence you will have to work towards all docs like PCC, re-appear for IELTS etc...

According to the OP Guide(pg 15)
http://www.cic.gc.ca/english/resources/manuals/op/op25-eng.pdf

Applicant(0 or A types) meets the language requirements if he meets the following requirements:

CLB levels are all 7 or higher, or
CLB levels are 6 for any one ability, 7 or higher for any
other two, and 8 or higher for the remaining
ability

With above criteria, decision won't be made only based on reading module score. Post your IELTS scores.

Since you applied only 2 months ago, in the event you can submit another application soon enough such that PCC is not yet 3 months old, you can indicate to CIC that they already have the original documents. You can also state the same for other documents so that when you send a new application, they may add your old documents to the new file. There is no guarantee.

Also, since letters have to be up to date, and you need a new IELTS, you're just better off getting new documents.

I wouldn't risk this - you don't want 2 x failed applications. I'd just get everything together and submit a new application.
