I think you should try in a reputed University and that's the only way ! Even the refused cases are considered only if an applicant hold some significant improvement in his credentials.

What's your educational background ?

To be honest, with 2 rejection on your part its going to be difficult for your possible 3rd attempt. Either you should apply in some University (Master Degree) or ........ !
