My FSW application was refused due to incorrect NOC. I will be applying again. My employer reference letter includes the following job description:

• Play a key role in business building processes of the startup covering an interim C level position
• Bootstrapping the company's financial and investment activities, support accelerating product development and generate revenues.

What NOC would be most appropriate? 4163?

try and get a letter that covers almost all these responsibilities, but not word for word - rephrase.

You had only two roles and responsibilities in your Reference letter? These are not even clear that which NOC they refer to.

These responsibilities are very vague. I think you need to be more detailed, as there is almost no way an agent could determine which NOC fits here exactly, yet that's what they need. Based on your description I would assume you could be anything from International Development to Marketing Executive.
