I had received my CoPR with wrong Country of Residence(CoR). It was correctly mentioned for my wife, so I sent an email to the VO. The following was the reply:

Dear JXXXX

Thank you for contacting Immigration, Refugees and Citizenship Canada (IRCC).

We verified the information you provided. We can confirm that you must contact the Canadian visa office in New Delhi to modify your Confirmation of Permanent Residence prior to your arrival in Canada.

You will find the complete list of visa offices on our website.

Once you select the office you wish to contact, you will be presented with the different ways you may contact them.

We hope the information provided is helpful in assisting you with your enquiry.

We would also like to suggest the following online services that might be helpful to you with any immigration, refugee and/or citizenship future requests:

Sincerely,

XXXXXX, Agent XXXX

I was shocked when they deleted my COPR. I then got a call from the Canadian High Commission in Abu Dhabi to resubmit the passports and COPR. I gave the passport and COPR for me and my wife for submission. Got an update today that new documents have been issued. It wasnt an easy task with more than 10 visits to the VFS in Dubai. Took 1 month for the reply from my VO, but once i submitted the docs, it took just a week.

MY ADVISE : Overall, I understood that you need a change of COPR only if there is an error in name, date of birth, gender, marital status or if a photo has been mistakenly attached to the incorrect COPR. Any other details, you can have it changed at the airport during immigration. However, i realized it after i informed the VO and they had already deleted by COPR so i had no other choice than to resubmit.
