Rehabilitation question

In 2005, my father in law was arrested at an airport for having a pistol in his carry-on that he had forgotten to leave in the car. After a long court process, in October 2007 he pleaded "no contest" to possession of a firearm at an airport, an infraction. He had to pay a fine and forfeit his gun, no jail time.

He is driving to BC from Nevada next month and is worried about whether they will let him cross the border. He has no other criminal violations or even traffic tickets on his record. Does he need to be concerned? I have read on her that applied rehabilitation takes over a year to get approved (too long) and I don't know if he qualifies for deemed rehabilitation since he wasn't sentenced until 2007. Is he out of luck? Is there anything he can do?
