Recently, I saw this

https://www.fragomen.com/knowledge-center/immigration-alerts/quebec-skilled-worker-program-intake-periods-announced

So how is the scoring system. I was under the impression that this requires job permit or documents to prove period of stay @ Quebec. or Can anyone who can make to a specific score can apply like pre-EE period. (Require links to the specific requirement and any help guides in the forum)

http://www.immigration-quebec.gouv.qc.ca/en/informations/mon-projet-quebec/index.html

The site is also showing Please note that it is not possible to create a new account at the moment.

To know whether it follows the same procedure or something new.
Yes, they do. If you are a temporary resident of Quebec or having a job offer you can contact MIDI to create a mon projet account and apply anytime for a CSQ.
If not and if you already have a mon projet account then you can submit your application from 13th June 2016. You need to be the first 5000.

If you do not have a mon projet account keep checking the website regularly from 13th June as they may announce that new mon projet accounts can be opened. There will be another round of invitation for 5000 invites.
