Hi!

I am moving from ON to BC in September 2016. My family is leaving Canada in September and will join me in BC in January 2017. I'll be able to register MSP and start 3 month waiting period in from September (because of being physically present in BC). Question is about my family. Can I register them for MSP while they are away, so that by the time they land in BC their 3 month waiting period is already over.

No, you can't. Everyone must complete the wait period after arriving in BC.
