If i have a choice btw Regina n Toronto than Where should I go? according to study point of view like fees, accommodation rents n part time job prospects.

More Institutions
High Living Expense
More Job Opportunities
Low PR Chances

Regina:

Low Education Quality
Less Institutions
Low living Expense
Less Job opportunities

I have got a similar question. Concordia University,Montreal vs University of Regina. I have offer letter from both of these Universities.

For study perspective, Concordia is for sure a Winner.
But Concordia tuition fee is quit higher and Regina is better in term of tuition fee!
So if you don't have the fee issue, go for Concordia.

I'm from a middle class family so my pick would be Regina as I save $10,000 for two years. The only question is, Would it impact my career drastically if I choose UoR? Is it that bad bro.

If you will take 2 courses each of 3 credit cards in every semester, then it will cost around 8000 CAD/year
You can bear your living expenses by working part-time and to pay fee of rest of the years, you might can find TAships, RAships, etc but it is not confirm yet and you will get clear idea of it after going there and with the guidance of your supervisor.

Now as far as UOR is concerned, UOR is far far better than Canadian colleges and universities of your home country but if you compare it with the other Canadian universities like McGill, McMaster, Toronto, York, Waterloo, etc... then for sure they are far high with respect to studies but still UOR in not that much bad as you are thinking and you can start a good career there. I myself applied for UOR caz of very same reason. It is fine.
