If she is just visiting you for a short period of time, has strong tie to home country (job, owning properties, has children there), has enought savings for the travel expenses, has good travel history to countries like USA, Australia, UK...etc, then she could get visitor visa approved.
It's really a case by case situration. And there is no "spouse visitor visa". She is applying for a visitor visa as a visitor to the country.
If she already has US visitor visa (since you moved from US) then she may have a better chance.
