Regarding Skilled work permit for student

Hi,
I am currently a student who is almost going to complete 1 year of studies here in Ontario, Canada. I do have work experience of 3.5 years in IT before coming here. I have a few questions I would like to ask the members in this forum:-

1) How many times can an individual apply for PR? After going through the CIC website I do see that I am eligible to apply for Express Entry program. So if he/she applies once and doesn't get through can they apply again?
2) For an experienced individual is it better to apply for work visa after 1 year of PG study (8 months work permit) or 2 separate post-graduate programs (which could give 3 years of work permit)?
3) Are candidates eligible to apply for Express Entry who have come here as a student?
4) Is getting Express Entry permit into Ontario difficult?

I might have a few more questions later.
Please let me know if anyone could help me with the queries.

So if he/she applies once and doesn't get through can they apply again? As long as you are not under an application ban, you are free to try again if an attempt to apply fails
2) For an experienced individual is it better to apply for work visa after 1 year of PG study (8 months work permit) or 2 separate post-graduate programs (which could give 3 years of work permit)? It's up to you and based on your personal, unique situation. There is no one size fits all
3) Are candidates eligible to apply for Express Entry who have come here as a student? Yes, under Canadian Experience Class where you meet the program requirements
4) Is getting Express Entry permit into Ontario difficult? Once you have all the requirements for the Ontario Provincial programme and are in the pool with at least 400 points, they maybe interested in you and extend an offer to apply. It can be pretty easy
