Regarding pr refusal

I applied for pr and my application got rejected. This is the mail i recieved from ircc

Immigration, Refugees and Citizenship Canada (IRCC) has reviewed your application for
permanent residence. We have determined that your application does not meet the requirement
of a complete application as described in £ /O and Z:2:g! of the Refer,e-
uro/c crfo/z Your application is rejected for being incomplete.

Specifically, your application does not include the following elements:

PROVINCE OF DESTINATION QUEBEC

My plan is not to settle in quebec...my plan is to settle in ontario...i dont know how this happened but during profile creation i selected intrested in all provinces...and i have been doing all the process myself...so what should I do now...should i go to an immigration consultant or do i have an option that cic could reconsider my application???....thanx in advance

I think you have to start a new application and make your intent to reside in a province other than Quebec, clear. You might want to pick one specific province to move to as well.

do you think i should hire a consultant because it might be possible they can reject the application again on any other grounds...the process is very simple but consulting an immigration consultant would be safer????
