Regarding Post Graduate Work Permit Application

I am an International student in Canada. My student visa expires on 31-august-2014. I am going back to my home country on 6-May-2014 and will return back on 6-July-2014. I am completing my graduation this May-2014 before going back to my home country.

My queries are:

1. Can I apply for my PG work permit online from my home country?
2. If before coming back, my application is not approved, will I be allowed to enter Canada on my student visa basis?
3. And if in case, it gets approved before I come back, Can I enter Canada again by showing the scanned copy of my Work Permit or I need official copy of that?

Can anybody resolve this queries of mine. What should be the best way for me to apply for my Post Graduate Work Permit?

Please provide experienced feedback asap.

2 - You can enter Canada as long as your student visa and your TRV are still valid and you could tell the border officers that you've applied for your PGWP and you'll getting it soon (because they usually ask you what you are doing in Canada)
