You can try without a visa to US. You are not entering the US. But if you are a country from visa is required, you may be denied to enter into Canada (true to people from visa exempt countries though). Did you not apply the visa when he applied the permit?

Good day!
You're a on a Visitor's Record, which is given out to visa-exempt countries to Canada. That doesn't necessarily mean visa exempt to the US.... What country are you from? That would be the best way to tell.
