Regarding application fees

So we are applying for common law sponsorship. Is it mandatory that the application fees be paid by the sponsor? Or is it okay even if the person being sponsored paid for it?

Thanks for your reply. I was wondering that because in our checklist the application fees fall under the sponsor section. Thank you for the clarification.
