Hi ,

Currently I am working in Canada under Work Permit (ICT) and In into NOC category B(Software Developer).
Now I would like to bring my brother to Canada for Job(He is a CNC machinist) with 10+ years of international experience.

Can you please let me know is it possible for my brother to apply for an Openwork permit from India since ,I am already working in Canada(Family Member).

Or is it possible for my brother to apply for a Work Permit from India?

No - your brother certainly cannot apply for an open work permit based on the fact you're working in Canada. This rule only applies to spouses / common law partners - not siblings.

To qualify to apply for a closed work permit, your brother needs to first secure a full time job offer from a Canadian employer and that employer needs to obtain an approved LMIA.
 
Thank you for the response. So If my brother come here as a visitor and then he can apply for a work permit provided, there is an employer offered a job?

And also, he is a Machinist which requires LMIA?
 
As already explained, a job offer isn't sufficient. His employer needs to obtain an approved LMIA before he can apply for a closed work permit. It tends to be very difficult to find employers willing to go through the LMIA process. The LMIA process can often take 4-6 months to complete with no guarantee of approval.

Yes - he can apply while in Canada as a visitor - although sometimes it's more difficult to be approved from here.
 
As on this date, there is a public policy from Government of Canada until 28th Feb 2025. According to this policy, any body in canada on a temporary visa can apply for a work permit based on a job offer, while he-she is physically in canada.
