Refused TRV but visitor extension status still valid.

Bit of history:
We are currently awaiting for spousal PR to finish. We applied for outland PR earlier in 2016. My spouse had a work permit until end of November 2016. Before expiry we applied for a visa extension and it was approved for 6 months. However she was called for a PR interview in her home country in December. She does not have TRV or passport sticker to get back into Canada even though she has a visitor extension status if she was still in Canada today. We did not anticipate the abrupt interview and because of this we applied for visitor extension since we were expecting she would not leave Canada. Now she can not re-enter. We applied for a visitor TRV last month and completed biometrics and photograph in her home country visa centre.

Today:
We received a refusal letter for reasons: "Family ties in Canada and in country of residence" and "Employment prospects in country of residence".
The application includes her parents and sibling in her country of residence. In the application we stated she will be visiting me (spouse) and other family members in canada (aunts, uncles, grandparents). Is this reason for rejection because spouse is in Canada? I feel that her immediate family (parents and sibling) is strong factor for returning to country of residence. Also it is valid she does not currently have employment prospects since she just finished her work permit term in Canada as of Nov 2016. She also helps out with her parent's storefront business but I did not list this as official employment..

Is there any chance to reapply and be approved? I also find it hard to believe they refused this one even though we have a current and valid visitor status (if she was in Canada right now) as a Temporary resident until may 2017

She is clearly not visiting you, she is living with you. She is not a genuine visitor so that is a refusal.

Spouse is stronger than any other bond.

She has made it clear that she is not employed in her home country as she has been in Canada for a long time.

Visitor status got void once she left the country.


Wait for the PR process to finish.

Does now having a refusal in her name, affect the PR application that is ongoing in which we stated that we did not have any refused applications
