Refused police check

I am the sponsor for my Thai wife. On the application we have listed her 18 year old son.
CIC asked them to get police clearance certificates. I flew them both to Bangkok and the police refused to do a check on her son because they told her he didn't need one as he is not accompanying her to Canada.

I'm at a loss as to what to do next. Will CIC accept that they refused to do the police check?
Should I write an explanation letter to CIC that I am not able to get a PCC?

So, can you show the police there the requirements on CIC website ?

Also, did you check for your country requirements as some contries require some documentation in order to issue a police report as I read.

Yes, definetely write a letter explaining what happened and also if police there could give you their refusal in writing woould be great.

Do as much as you can and else, send the letters.

I have read somewhere on here someone else had difficulty producing a pcc. They had written out some kind of timeline detailing activities. I was thinking proof that you tried is the boarding passes for both wife and son. With an explanation of cost involved as well as their refusal reasons. Will your son ever immigrate? He could qualify under another category. Perhaps student or job offer.
