Refused ETA, Cant apply for Rehabilitation, Flight in one month!

Hi Guys, I'm in a bit of a situation.

I applied for an ETA for Canada one month ago and today it was refused.
This was due to criminal inadmissibility. my crimes are as follows

2000 - when I was 18 I stole a car badge and got charged with theft and criminal damage - conditional discharge and a £20 fine

2004 - cultivation of cannabis and 3x prohibited weapons I had 8 small plants and a stun gun and some pepper spray. I had to do 60 hours community service and a year probation

In 2013 I received a police caution for possession of cocaine. Just a simple caution

I have applied for rehabilitation for information only and got a reply also today stating that I am not able to apply for rehabilitation until 2018. This tells me that I am inadmissible due to a police caution?!!

What are my options here?

I have been invited to Canada by my girlfriend and her parents who are both Canadian. My girlfriend lives in England on a Working holiday but that expires in December. I am worried we will have to stop seeing each other if I will not be able to come to Canada at all!

Can I still arrive at the airport in one month and have any chance of getting a tempory residence permit for the 2 weeks to visit her family? Its so important her both her and her parents that I come and see them.

I really thought I was rehabilitated as cautions should not count against this but apparently they do!

For the purposes of inadmissibility, what matters is what your UK charge equates to in the Canadian system. To the best of my knowledge, there's no true equivalent to the UK caution in Canada - so it's treated as a charge and it makes sense you were deemed inadmissible (and can't apply for rehab until 2018).

It's difficult to say if a TRP will be approved in your case since you have multiple prior convictions. You should be prepared for the possibility that you may be turned away and sent home.

Thank you. I am very prepared to be sent home.
If I still have a chance of being let in I will continue to gather supporting documents to build my case for a TRP.
I will have a sponsor letter from my girlfriends parents but worry that visiting them may not be a good enough reason to visit.
Does anyone know of anything I can do to maximise my chances? so far in my list are as follows

Application for rehabilitation and all supporting documents, court documents, the crimes I committed, copies of laws, why I feel rehabilitated, my CV, my address history, 2x letters from outstanding members of the community as character witnesses. I only know two people so far!

letter from my girlfriends parents
letter from my girlfriend
proof of funds
200cad - can I pay with debit card or visa?
Travel insurance
passport photos

is there anything else that may help?

Sorry have one more question

If I was to arrive at the Canadian airport (Calgary in my case)
And immigration does not question me about my criminal inadmissibility,
do I have to declare it?
I do not want to effect my future chances of coming to Canada.
I have all the documents for the TRP So I am happy to apply for one when I arrive and risk being sent home.

I am sure they will question me as I was refused an ETA but if not, what are my legal obligations?
