Hi, is there someone who went to Canada with closed work permit with NOC 3213 animal health technician to help me please?

I'm biologist in Brazil I have 7 years of experience with animal health, post graduation in animal handling and training in the Brazil's most prestigious university in use and handling of Laboratory animals.

I received a job offer to work as animal health technician in Montreal Quebec, since I have both education and experience to work with this. But my first application was refused on the grounds that I was not able to perform the work I seek.

The company will try again, this time with a letter explaining that I'm adequate to the work and that they need me, but they advised me that I can be refused again cause I don't have the animal health technician diploma. Since ATIP never came we don't know the real negative reason.

But this course doesn't exist in Brazil. Animal health jobs are performed by biologists here. And I have a bachelor's degree in biology and post graduation, and a lot of experience.

Now I'm hopeless thinking about looking for opportunities in other countries...

Does anyone knows if this can happen? Another refused visa because I don't have the animal health technician diploma?

Are you trying to work in a veterinarian’s office as a technician?

No, I was hired by a laboratory to work as an animal health technician in research.

Not to work in a veterinary office, to work In a big lab.

I have everything, LMIA, CAQ, job offer, a letter from the employer saying that I'm everything they need.
The issue is that the your education doesn’t match the NOC. LMIAS are to prove no one in Canada with the education could not be hired. The company will have to explain why they are not hiring a person with the a degree or diploma in animal health in Canada, and could only find a person with a biology degree. The issue really is with the employer to explain why.

I'm not sure you are going to get a response here from someone with experiences in your specific NOC. That's a very specific question.

I would consider how you can strengthen your new application. For example:
- Having your employer write a more detailed letter regarding why you are a suitable candidate.
- Making sure your employment letters for your past / current role contain enough information about your job duties to show how this relates to your future work in Canada.
- Providing additional information about the program you completed in Brazil (maybe from the university itself?) and how this directly correlates to your future work in Canada.

I'm sure this is very frustrating and disappointing. Good luck.

Thank you so much. This time we are doing everything you said. Hope I can have my approval this time. For me, just doesn't make sense, I had a positive LMIA and CAQ, even I passed in the hard selective process from the company to work there IRCC thinks that I'm not adequate to the job. Doesn't make any sense. The company hired my based in the grounds that I'm everything they need, expended a lot of money....

Hope this time with additional information I receive my approval.

I didn't found anyone going to Canada in the same NOC as I. So hard. Thank you.

Unfortunately the work permit can still be refused even with the approved LMIA and CAQ if for some reason IRCC believes you don't have the education and/or work experience for that NOC.

But you do have the required work experience and education. So I think it's definitely worth reapplying and trying to provide stronger evidence to prove both of these points.

Good luck and hope it works out.

It will depend on how the company posted the job. What were the education and work requirements for the job? If education required was diploma in animal health (for example) and not a degree/masters in science then IRCC may ask why does the company couldn’t hire a person with a diploma, if that was the requirement. Hopefully you get a response sooner as you are submitting a new application.

The company receiving an LMIA just proves that they can’t find anyone to hire already in Canada. It has nothing to do with your application.
