Refused a work permit from the Middle East, would visitor's visa be a good idea?

My sis was refused a work permit recently due to some question not answered properly. Would applying for visitor's visa be a good idea? I am inviting her over but just wondering what would be the best or convincing reason for the invitation. She is in the middle east with a valid work permit until 2012. I didn't want her to re-apply under LCP coz it takes forever... I am very desparate to have her over and I am getting so impatient already with this LCP... application.

If she will not disclose this recent refusal on the application for visitor's visa, will the immig find out?

Yes, she has to mention the refusal and CIC/CHC has a record of it. I would not hold my breath that she will get a TRV.
