Refusal of work permit

I am international student in Canada . I completed my study in August 2018. I applied for post graduate work permit on 25 September. But they rejected my file on 7 January 2019 . Even my study permit and study visa is expired now. What can I do now

what is your program which completed, and which college?

I completed chemical laboratory analysis 2 year program from Lambton college, toronto .

In refusal letter, it is mention required documents were not submitted. I provided only transcripts.

I do not know a lot about PGWP put I think there are documents you have to submitted:

1. Application to Change Conditions, Extend My Stay or Remain in Canada as a Worker (IMM 5710)
2. passport photocopies.
3. photocopy of current immigration document (i.e. study permit, work permit, visitor record)
4. final transcript*
5. a letter from the institution and/or formal notice of graduation

I am really surprised because it is not clear, since a work permit after graduation is accepted when the conditions are met and you achieve all the conditions
Graduation letter does not think it is mandatory when you submit because you have transcript

However, as is evident in the rejection letter, there are missing required documents
I suggest that you send them a message about what you missed
You may have trouble uploading documents so some required documents missed at the immigration officer
