I received this letter about my application on July 6. Please can anyone enlighten me more on what to do next? Thanks.

Thank you for your interest in coming to Canada. I have reviewed your temporary resident visa (visitor visa) application and supporting documentation to assess whether you meet the requirements for a visitor visa (https://www.canada.ca/en/immigration-refugees-citizenship/ services/visit-canada/eligibility.html). This includes assessing whether you are coming to Canada temporarily for the reason(s) you describe in your application. I have determined that your application does not meet the requirements of the Immigration and Refugee Protection Act (IRPA) (https://laws-lois.justice.gc.ca/eng/acts/I-2.5/index.html) and Immigration and Refugee Protection Regulations (IRPR) (https://laws-lois.justice.gc.ca/eng/regulations/sor-2002-227/ index.html). I am refusing your application.

Your application indicates that you have a debt to the crown. Please contact IRCC.FINDebtstotheCrown-DettesalaCouronneFIN.IRCC@cic.gc.ca for payment prior to submitting a new application.

Application for what. What is your profile? Since you got the refusal on July 6, you would have contacted the email provided to ask what it is about. So have you got a response?

Visitor visa.
I try to contact the IRCC to know the payment but the link directed me to Google web pages.
It's not a link. It is an email address. You need to email them to find out what debt you owe.

Have you been in Canada prior to this application? Debts to the Crown can cover all WHOLE range of debts, from the provinces, territories up to the various departments in the Federal Government. Some of these debts are then sent over to the Federal Government (CRA) to collect on behalf of the above mentioned jurisdictions.
Did you by chance collect any CERB benefits ? I’ve heard thru the pipeline they are now assessing if individual’s were entitled or not , if not , that’s a debt to the Crown. Did you have any court judgements by a province ? Some of those are offset to the Feds to collect
