So my partner applied for a visit visa to have a vacation with me in my home country of Canada .I'm covering all cost of the trip , he has 5500$ Canadian saved in his account and he a small business owner. It's only a 22 day visit where we will travel from Toronto ont. Back east and he will fly out from Nova Scotia . Our last refusal was" you don't have enough home ties "
So when we re applied we added his family and the fact his father is a PWD so he need go back to help with family. Also strengthen all the supporting documents we had originally sent. For his business , our financials so on ..
This refusal that we got on our re application was to my opinion the equivalent to sending them nothing . We were refused on all the available options .

What happend what did we do wrong ?

What happend what did we do wrong ?
So refusal reasons were the same for both applications? What is a PWD? Home ties are spouse/partner and children not his father. If he is over 22 then he is not an dependant so father is not a tie. Are you common-law? If so that is an issue because IRCC expects that you will sponsor him once inland.

Funds - Red flag if you are covering all the costs. $5500 for a 22 day visit is too low
Home ties - spouse/children not parents, if common-law then an issue
Ties to return - business registration, client contracts, investment properties
Travel history - UK, US, NZ, AUS

So we built on that only with the fact he lives in his parents house and runs business out of the house too since his father is a person with disabilities hes a financial help for the family also helps with farm . As for 5500 $ cad I'm covering all expenses with 6x in savings and a good job of 13 years. No wife or kids and no house. the business is 3 years old so no assets yet. it's a new business so no investment property. But we did submit permits , taxes, and other business documents.
We are not common-law cause he can't live here and I can't live there cause I can't work in his country .
The second refusal was
- to many Canadian ties ( me only )
- Not enough work history
- not enough financial history
- your stay is not equivalent to a vacation
- we don't believe you'll go home (He has booked return ticket )

Ties - he is single and it always is difficult to get a permit. His family is not seen as a tie to return if he is over 22.
Funds - $5500 is not enough for a visit. Your funds are irrelevant and actually you fully funding a trip is a red flag for IRCC. He needs to show more funds.
Financial history - Doesn’t have a strong financial portfolio

Did you provide a letter of invitation saying you will fully fund his trip? If so bad idea. What are your long term intentions? IRCC may think you will marry in Canada, and he will not leave.
 
Yes we had a letter of support stating that . Yes he's over 22 . But him being the financial help to the family should be enough. If in Canada your are taking care of ill parents it's deemed as your responsible for them.
Long term goal was come visit for 22 days see a bit of Canada and go home. I have a trip planned to visit him in may next year for my birthday as I was just over there in April this year. I would assume a business would be a valid reason to go home , no one owns a business and just gives it up.
It don't make sense to just drop 10g in a account as a gift from me so he has more funds to visit .

Stating you would support all expenses was a mistake. If you also said that he is your partner/boyfriend then another poor move. IRCC will think you will marry and not leave. You provide letter to invite him and then show that he can afford the visit. You cannot dump funds into his account. That is another red flag. So what did he show to return for his business? Client contracts/receipts etc.? IRCC doesn’t think his business is profitable to support a visit. As for parents, they are not a tie to return. Next time, you can include how he cares for parents with medical notes and care required. If they require full time care then outline how he does that. He needs to show who care for them if he visits since he is their caregiver.

Unfortunately the IRCC takes past precedence when approving visa .
If people in the past have abused the visa, then it affects people now

Perhaps you should consider to sponsor him for immigration instead.
 
What is his home country? Has he ever traveled abroad and where? That also could be a reason. Many come to Canada to support their family abroad so having a business or parents abroad doesn’t create strong ties.
