I'm July 29 Paper Based MPNP applicant from Argentina with AOR on November 8th with medicals passed upfront, and ever since my file hasn't shown any progress. In fact, the file took 2 months to be transferred to my VO (Mexico) whereas in normal times it takes 1 month. My background check should have started long time ago but is stuck at "not started".
Doing some research about what the heck is going with all PR applications and talking with people in the same situation like mine, I've come to the conclusion that the Federal Government is experiencing a massive delay due to A) backlog or A) priority given to other streams or C) both.
This article only confirms my concerns: http://www.immigration.ca/canadas-refugee-processing-backlog/
Relevant quotes from the article:
-"With the number of people arriving in Canada and claiming refugee status rising – and expected to spike even further – the board is struggling to cope with the increase"
- "In 2016, the numbers of claims could hit 20,000, compared with just 10,751 in 2013."
-"Further increases are expected in 2017 given Donald Trump’s suspension of the U.S. refugee program, and the decision to grant Mexicans visa-free access to Canada"
-"Trump’s policy specifically towards Mexico could see an increased number of asylum claims in Canada by Mexicans"
-"There has been a notable increase in claims from Mexicans since the visa requirement was lifted."
