Refugee Status

I have a friend 87 years of age who from Ukraine moved to Israel and decided to come to Canada following directions due to mental illness . Been hear for 10 years and Canada may deport her back to Israel due to her age and lack of paperwork and may or may not have a refugee claim nor stay due to humanitarian grounds. Does not speak English but IRCC does not translate or work through translator. I completed IRCC use of representative form which she sighed and sent to IRCC. Note. Who do i call next?

It's up to the applicant to arrange for translation or an interpreter if they cannot communicate in one of Canada's official languages.
