My boyfriend had his refugee status denied and the appeal denied. He is still here on a work permit which has always been renewed, but he is worried of being denied and issued a deportation notice. What is our best course of action going forward on this? What are the chances of being issued a PR card after the refugee status has been denied?

I am not sure if he even can, that is what I am trying to find out. With the refugee status denied can he even apply as a skilled worker?

He can certainly apply for PR as a skilled worker if he qualifies. But he would most likely have to apply once he is outside of Canada. In other words, applying to immigrate as a skilled worker won't stop him from being removed from Canada due to the failed refugee claim.
