Can my credit diploma program be processed for the AIP PATHWAY under the teer act, even if the school doesn't offer pgwp, but the class time hours is 960 and the requirements is 900 -920 I think

You cannot apply under any economic immigration program as a refugee claimant in Canada.

You are a refugee claimant, so you can not apply for PR through any other stream. The refugee process is in fact a PR process. Unless you withdraw that claim and restore your status to something else (which would be very difficult), you have to see the refugee process to the end.
