The main applicant is in his thirties and the parents of the main applicant are in their 60s.
I would like to know if the parents of the main applicant can apply together with the main applicant.

1. No, they are not "dependents"

They can’t unless they can prove that they are being persecuted in their home country and one of their lives is at risk.
Thank you very much for your reply.
I have new questions and would like to ask you.

How long does it take to apply for a tourist visa extension?
How long can the extension of the tourist visa be postponed? Is this extension application easy to approve?
Can the parent of the main applicant travel to and from Canada as a tourist before the main applicant has obtained the PR?
Can the parents of the main applicant travel to and from Canada as a tourist after the main applicant has obtained the PR?
After the main applicant gets the PR, how long does it take to apply for the parental reunion?

Since you’ve filed for asylum, the question is will your parents even be approved for another tourist visa. It will be extremely hard to get any other temporary visas approved.

They can travel to and from Canada IF they can get another visa and IF CBSA allows them in.

Speaking of the current program, you MAY get PR after about 3-5 years. If your income is enough for however big of a family you have then you MAY be able to sponsor your parents after maintaining said income for AT LEAST 3 years. Even if you have enough income, there is NO guarantee that you will be able to sponsor your parents especially if the government changes.

There is no parental reunification in Canada. You may get lucky and might qualify to sponsor your patents in 3-5 years but that is far from guaranteed and who knows what the parental sponsorship program will look like at that point.
