Refugee application without UNHCR ID - please help

my cousin is immigrated from afghanistan to pakistan 4 years ago but UNHCR didn't register his family. FYI UN not register any Afghan in last 5 years. now when he apply for refugee in Canada, the canadian government says you have to submit UN registeration document with application. he doesn't know what sould he do? please advise. appriciate your sympathy and time!!

To apply from outside of Canada without sponsorship, he needs to be referred by UNHCR or another referral organization for resettlement in Canada. Has he been referred? If not, he needs to be referred before Canada will consider his application.

Or is he applying through sponsorship (e.g. group of 5 or community sponsorship)?
