References for Passport

I am planning to submit the request for my passport. I wanted to know if the 2 references for the passport need to be Canadian citizens OR they can be two permanent residents who knows me for at least two years?

I read the official docs and it feels like references can be anybody but the guarantor needs to be a Canadian citizen. Am I right?

Yes, you understood correctly. The references can be anybody, they don't need to be Canadian or live in Canada.

Nope - the instructions are pretty clear

This whole guarantor and refences is unnecessary hassle after vetting applicants thoroughly. In the instructions they say they may even ask for more references at any time
