i got NOI from OINP on 26 september , as i am in government sector, my employer refused to give me reference letter. what should I now ? please suggest

I suggest communicating the situation with the nominating office. If you are in fact working for the government, you employment can easily be verified and there would be no need for the employer tax information as you work for the government. I worked for 1 of the big 5 banks in a NOC B position which made me qualified for the NL PNP. However, the bank had a policy saying they did not provide documents to support immigration - meaning they could not complete the employer forms. I told the PNP office and rightfully so they recognized that it was one of Canada's main banks and getting tax information was already public records. I got the nomination and never completed the employer information.

However, if what you are saying is that the employer can not give you a letter simply saying that you are employed with them (and the terms of employment) then you have a serious problem.
