I have been invited to apply under CEC and have I am facing an issue with reference letters. If my previous employer is no longer working at the same institution (I used to work at York University), how should I go about getting these letter signed? Can my ex-manager do it even if they are no longer working with that university or should i approach someone else from that department? I checked with HR but they said they can't provide reference letters, only a record of employment. Any advice would be appreciated.

Get whatever you can get from the HR department and get a notarized declaration of your former manager stating your duties and responsibilities.
