Reference Letter from manager or HR is OK ????

Folks,
I am trying to get reference letters from my previous employers. I contacted one of my previous manager and he said that he cannot issue the reference letter because he is not authorized. He said that HR department can issue and sign such a reference letter.
My question is that as per note sent by canadian visa office, letter should be signed by Supervisor. So, would it be OK if someone from HR department signs it ?

It should be fine as long as it comes from the genuine source and you send a business card of the person signing it so that if required CIC can contact the person.You may also give the contact number and reference of your supervisor and convince your supervisor to answer any questions if he gets a call from CIC.I hope he wouldn't mind answering questions atleast.
