Hi,
  1. How elaborate should be the reference letter with role and responsibilities?
  2. How many bullet points of job roles do we need to include (5, 10 or more)?
  3. It's required at which stage of the EE process?
  4. Is it needed for both primary applicant and spouse?

  1. The reference letter needs to have all of the criteria IRCC specifies, plus the role and responsibilities - on my 2 1/2 page reference letter, my job duties and responsibilities took up about 1/3 of the letter
  2. 6 - 12 bullet points is probably a good amount to adequately summarize but explain your role
  3. You need the reference letter after you get an ITA, when you're completing your eAPR and submitting all supporting documentation
  4. You only need reference letters for work experience you claimed under the 'Work History' portion of the application. For you, that means all work experience claimed in this section. However, if your spouse only has foreign work experience, it means his/her work experience doesn't actually count for points and you don't need to provide reference letters for this (if his/her work experience is Canadian work though, this DOES provide points, and you will have to provide reference letters).
    This part will only make sense to you if you've already received an ITA and have started completing your eAPR: If you included your spouse's foreign work experience under the 'Work History' section, the eAPR will ask you to submit reference letters as proof for it, even though you don't get points for it. To 'fix' this problem, remove your spouse's foreign work experience from the 'Work History' section (but make sure it's still listed under the 'Personal History' section as you still need to disclose it), and the eAPR will no longer ask you to submit the reference letters as proof.
